Hi! Sorry, but you cannot upload custom themes from sites like Themeforest to your WordPress.com blog –

    Themes

However, WordPress.com has many high quality premium themes that you can purchase and then use on your blog –

Please don’t hesitate to ask if you have any further questions! :)

So the only way to make use of a theme forest or similar theme is to go through my personal hosting service?

Am I able to go the other way and purchase a premium theme on wordpress and take it to my hosting service for use in a .com website?

    Yes, that is correct!

Some premium themes you purchase on WordPress.com can be transferred to your self-hosted blog.

Note: Premium Themes that are licensed for WordPress.com use only and cannot be transferred to self-hosted WordPress.org sites. Some Automattic-developed premium themes can be transferred to a self-hosted site at no charge, as part of a Guided Transfer. Please post in the premium theme forums if you’d like to know whether your theme qualifies.

Thus, it’s probably good to ask in the premium theme forum and check beforehand. :)
