Using "Standard Theme" on WordPress

I purchased Standard Theme from http://standardtheme.com and it states that it runs with WordPress but in their installation of theme tutorial it says to install the theme under appearances. I do not see a way to do this in the way that the tutorial reads. Please can you show me how to do this? Do I need to buy the Bundle Package from WP to get the ablitly to use “Standard Theme” within WP?

Adding New Themes using the Administration Panel
You can download Themes directly to your blog by using the Add New Themes option in the Appearance sub-menu.
Log in to the WordPress Administration Panel.
Select the Appearance panel, then Themes.
Select Install Themes
Use the sub-menu or the Search or Filter options to locate a Theme you would like to use.
Click on the Preview link to preview the Theme or the Install link to upload the Theme to your blog.
Use the Upload link in the top sub-menu to upload a zipped copy of a Theme that you have previously downloaded to your machine.The blog I need help with is: (visible only to logged in users)

You can’t install third party themes on WordPress.COM. You are limited to the 160++ Themes you can find from your Dashboard >> Appearance >> Themes
Yes you would need a WordPress.ORG install (on it’s own host) to use the theme you just purchased.
Your error is a common one – ask for your money back and explain the error – a reputable company should give you a refund.
