Using the 'title' feature of 'link' technology for enhancing text

Just wondering if the technology that is already available for turning text into links could not be expolited for adding editor’s notes and on-the-fly translations to text. The idea is NOT to use the link part of the technology but the title part (should be easier and less heavy in terms of code). The result should be that when a reader hovers his/her curser over a specific word in the text, the ‘title’ feature allows him/her to see a note from the editor or a transtation.

Well, I am doing it and have been doing it for some time but I have to create a genuine working link to make it function and that seems to be unnecessarily heavy on code and also risks that someone will actually click instead of just hover over the word. I was asking for the ‘title’ feature (for the note or translation) without the working link built in. But maybe I am missing something?
