The Eastern time zone in the U.S. is currently UTC-4 because we are on daylight savings time: “Spring forward; Fall back.”

with most applications including Microsoft windows and all of the hand held devices including the cell phone… it automatically adjusts… the time… without the need of changing time zone for a different zone…

If you use a UTC offset no changes for daylight savings will be made
If you choose a city in your time zone, changes for daylight savings will be made automatically

You have to scroll up on the list of timezones and choose a city in the eastern time zone for the daylight saving time correction. If you choose UTC-5, then that is what it is… UTC-5. No daylight saving time corrections are made to the UTC-X selections because not all places in that time zone do daylight saving time.
