Validation error: PayPal amount does not match

I feel like I am banging my head against a brick wall as I can’t find the answer in the forums.
    Order came in last night
    Then I get this message:
Validation error: PayPal amount does not match

The customer has paid via paypal and has been charged for 2 shipping, one for each item purchased. Hence the error as the order total was £49 and she was charged £52 from Paypal

What’s driving me mad is there seems to be conflicting information and I’m getting confused
Option 1 says a ‘setting’ in Paypal that needs changing so it doesn’t take a second shipping – this I can’t find unless I set up another API to intergrate paypal with my website

Option 2 change a setting on my site – can’t find, there is no VAT or a ‘add only one shipping’

Option 3, change geo location with Maxmind. did this and once the key was loaded my site crashed completely

    Plug in I’m using is
    WooCommerce PayPal Checkout Gateway

I would be grateful for any pointers as I had to backup my site to 24hrs ago and lost the order that was there
