Vantage Theme Text Editing tool bar missing

I just started building a website using the Vantage theme and when I am in the pages editing the website content there doesn’t seem to be a text editing tool bar menu available.
I have another website built in a different theme that has it but with Vantage it is missing. When I am in the Edit Page area there is the Visual and Text tabs and when I am on the Visual tab there are not tools on a menu bar to change font colours, alignment, link buttons, etc.

WordPress.com and WordPress.org have different log-ins and run different versions of themes with same names. If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.
