I have been experimenting with the preformatted block on my test site and noticed that when I use it that a scroll bar appears to be able to see all of the text in the block. Is this normal?
How can I use the preformatted block and not have the scroll bar? Or is that not possible?

No, only staff can see it.
It looks like your text is a bit too long for the line. If you break it up a bit does the scrollbar go away?

Yes, the scrollbar did disappear if I make the lines shorter.
Any way to know how long the lines can be before I need to break it up? -
In web typography the optimal number of characters per line of text is between 50 and 75, and all our themes are designed with that in mind – unless you set a block to full-width (assuming you’re on a theme that supports that styling), it’s safe to assume the content area will at most take 75 characters per line.
That’s also assuming a proportional font (where different letters have different widths). With a monospaced font as used in the preformatted and verse blocks, assume max characters at the lower end of the scale, so try not to exceed 50 characters per line.
There will be some variation depending on your theme, though, so play around to find what works best for your specific theme. Also keep in mind the numbers I gave here are specifically for desktop browsers. On the mobile view for your site you might still need to scroll.

Please tell me how to see the count of characters per line or if that is possible.

Click with your mouse at the start of the line, then press the right-arrow on your keyboard to move the cursor one character at a time, counting how many times you do that.
The editor does not show character counts per line, as that’s not something most people worry about when writing content for a website. So the only way to get that count is manually.
