  You receive this message whenever the VAT number is not validating with the VIES VAT number validation system here:
  
  https://ec.europa.eu/taxation_customs/vies/#/vat-validation-result
  
  If you have a VAT that validates with VIES VAT number validation system, you should be able to add it successfully to your WordPress.com account here:
  
  https://wordpress.com/me/purchases/vat-details
  
  I recommend checking with your tax advisor about the validity of your VAT number and then try adding it to the vat details for verification.
