Regarding your question, it is not possible to upload an SSL certificate to a WordPressdotcom site. All WPcom sites are already being served over HTTPS.
However, it looks like the site at nijmegendevils.nl is not hosted here, but is using the standalone WP (org) software. Standalone WP and WordPressdotcom are different entities; more information about the differences can be found here: https://en.support.wordpress.com/com-vs-org/
Help for self-hosted sites using the standalone WP software can be found over at https://codex.wordpress.org/Main_Page and at https://wordpress.org/support/ If you don’t have a username on the ORG forums, you can register one on that page.

As @justjennifer mentioned, nijmegendevils.nl is a self hosted WordPress.org site.
We offer free HTTPS on all WordPress.com sites, however, if you wish to set up SSL for nijmegendevils.nl, you will need to speak to your hosting provider.
