Verification sms not received no back up codes?

    One of my friend is not able to access his account.
    He tried to login with that particular account and it’s not working. he got 2-step-authentication but he is not receiving the SMS, Although he repeatedly asked the system to send me a recovery SMS none of them arrive. It does say: “Recovery code has been sent” But actually nothing is arriving.

    So i’m asking this question behalf of him. some of his sites is:
    allaboutplacement.com, shailee.faish.al

    How the heck can he get back access to his blogs? If needed, please call him on cellphone to verify
