Versions 2.2.0 and 2.2.1 Do not Work on Text Properly

Hi,
I have tried to install WordPress version 2.2.0 and 2.2.1 for my sites. Unfortunately, the texts in some articles are distorted. Look at the example below.
“Shophouses in Penang, Malaysia†at the Technical University of Darmstadt in 2001. On Eduard Fries, she contributed the Chapter: “Idols and Art: Missionary Attitudes toward Indigenous Worship and the Material Culture on Niasâ€
In some articles I use special ASCII character: ö, which can be generated using: Ctrl, Alt, 2,4 6. I use this character very often for my dictionary. Unfortunately, after I changed version 2.2.0 and now 2.2.1 all appear incorrectly. (There has been no problem with older versions of WordPress)
Can anyone help me fix these problem ? I appreciate your help

the link in your username shows you have a wp.com blog. however, bloggers using wp.com blogs do not install the wp software, as wp.com blogs run on a wpmu (multi-user) install. it is only self-hosted bloggers who install the wp software.
can you confirm if you are referring to the problem in your wp.com or your self-hosted blog with wp software?
if you are using the wp software, you have to ask your question in this forum http://wordpress.org/support as this is the support for self-hosted bloggers using the wp software. here is the forums for bloggers hosted by wp.com.
