    The staff here would be responsible for all the WordPress upgrades or downgrades. In other words, users with websites hosted with WordPress.com will not be able to upgrade or downgrade the WordPress version.

    If you are looking for a self-hosted WordPress.org website that you can customize or select different versions of WordPress, you will need to look for a hosting provider to host the WordPress.org website.
