Very confused

  Earlier today I created a free blog no problem. Then I realized that I wanted to use a different email address and ciiidnt figure out how to change it so I deleted the blog and tried to start fresh. Now I don’t have the option of using the WordPress.com for free (only paid options are available). Also I’ve tried closing the browsers Ana starting fresh and once the first page loads my old blog name is there and then the site just skips straight to the pay options without me being able to enter or edit anything
