Very confused . Why no plug ins?

  I just started a blog. I want to add some plug ins, but there is not plug in menu on my dashboard.

  I went with the free and just added a domain. I would like to make it an ecommerce site. But there is no place to add this plug in.

  Any advice would be appreciated.

  WordPress.com sites are not allowed to have custom plugins. WordPress.org (self-hosted) sites will allow you to install custom plugins. Mainly, WP.com sites are run on the same platform, therefore if a plugin is installed it would be installed for every single WP.com site.

  Ecommerce is very limited here. You might be better off pointing your domain name to an externally hosted site running WordPress.ORG.
