Very frustrated

I am having so much trouble with trying to build a blog that I would like to begin again. How can I delete WordPress from my computer and then download it again and start from scratch.
WordPress is not listed among my programs on Control Panel.
Please tell me how I can begin again.

To get support for a local install of WordPress from WordPress.org you must post to http://wordpress.org/support/ If you don’t have a username account there click that link and register one there on the top right hand corner of the page. http://support.wordpress.com/com-vs-org/

If you do not have a WordPress.org local install on your own computer then what does this mean?

This blog is a free hosted WordPress.com blog but is devoid of any blogger created content. http://allbooksconsidered.wordpress.com/
This blog is also a free hosted WordPress.com blog but does have some blogger created content ie. one published post http://readingtothemax.wordpress.com/
To delete a post see edit post screen http://en.support.wordpress.com/posts/edit-posts-screen/Do you need help with either one of these blogs? if so which blog do you need help with?

I have two because I had so much trouble designing one I tried doing another. They don’t have anything in them because I can’t figure out how to get either to look the way I want my blog to look. I don’t want to delete a post, I want to delete a blog and then be able to change it to fit my preferences.
I would prefer to keep all things considered, but it might be better if I could start from scratch.

There is no ability to “free domain for futher use” at WordPress.com. If you do delete the blog then know that the URL will not be recycled and cannot be used by you again or by anyone else. Please read these two entries:

On free hosted wordpress.COM blogs we can only use the themes which have been coded to run on this multi-user software and made available to us here. > Appearance > Themes and no others. There is a Themes Showcase where there are descriptions and live demo sites for each theme. There’s also a searchbox thaere that will help you narrow your choices when you type in specific features.

DON’T delete the blog!! You are frustrated at this point and design and changing things can be tough – that is why I don’t mess with the design – there is nothing you can do to your blog that can’t be fixed with some help from the Forum or worst case a bit of help from the staff
If you state what you want to do or what you want your blog to look like then we can probably help you get that look or let you know if what you want to do can or can’t be done here at WordPress.COM

Timethief, apparently I am unable to make myself clear. I do not want to change the template; I have a template I like. However, I would like to change the title I created, I want to upload a different picture, I want to be able to do what the template is supposed to let me do. I can’t, either because I don’t understand the vocabulary, the directions, or there is something wrong with my computer or some software. Or I’m just too old and too stupid.
I’m afraid I don’t know how to tell you how I want things to look. My original question was about changing the picture, and we’ve made no progress whatsoever. I need some phone support or hands-on assistance.

Auxclass, I don’t know how to explain, I guess. My first question was how to change the picture I had uploaded to another picture. I can’t get it to change the picture. Right now, I’m stuck there.

On top of everything else, I try to go to my Dashboard and the screen freezes – “not responding.”

What browser and version are you using? If you’re using Adblocker, make sure it whitelists WordPress.com; it’s been banning all of WP.com lately.

I’ve never heard of Adblocker. I have Internet Explorer. I’m not very computer-literate and the vocabulary stumps me frequently.

Sounds interesting. I have made a breakthrough, I think, with my previous problem. I anticipate more challenge before I get this thing online, though.
