Hi there,
The good news is that http://wildcatmarketingmamas.wordpress.com/ is hosted by wordpress.COM The version of WordPress software every wordpress.COM site runs on is the most recent one. Here, at wordpress.COM our Staff do all version upgrades for us users, and they are done 1 month before they are released to wordpress.ORG users. If you are reading anything other than the relevant support documentation here http://support.wordpress.com that applies to all wordpress.COM hosted blogs like your site then toss it away as it does not apply to your site.

Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard. The Admin login link to the dashboard for every blog hosted by wordpress.COM is:
http://NAME_OF_BLOG.wordpress.com/wp-admin/
* You will have to replace “name_of_blog” with your actual blog’s name in that URL.
If the log-in information is lost you need to visit https://en.wordpress.com/wp-login.php?action=lostpassword

Okay I got that, but my dashboard is nothing like the one I navigate for another blog where I can get plugins and the like…it is so basic. Where do I go on this one to get plugins…sorry…just frustrated.

Hello there,
Sorry but if you think that bloggers can install plugins on sites hosted by wordpress.COM you are mistaken/misinformed. We have never had that ability. You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting. There is no FTP access https://en.support.wordpress.com/ftp-access/ and no blogger installed plugin capability on wordpress.COM hosted sites. That is not permitted here at WordPress.com for various security reasons. No upgrade changes that reality. https://en.support.wordpress.com/plugins/
