Take a deep breath :) You’ve got an awful lot of questions in there, most of which are answered in the FAQ and the forums. (Use the search at the top of forums.)
What are you trying to accomplish? I’m not clear from your question. Are you making your own videos and looking for someplace to host them?
YouTube is a video hosting service. Limitations on length and quality of video is based on their standards. If you go over there and look, there are limits on the size of the file – which affects video quality – as well as the length of the video.
If you are uploading video to YouTube, then yes, you could buy the space upgrade and put your videos here. The quality would be better but then again, it can’t be great quality unless the uploaded video is already great quality. If you upload a bad looking video, it’s going to look bad here, too.
VodPod, if you visit their site, is a video collecting service. You don’t upload videos there – it just collects videos you have found around the net in one place for you.
I can tell you this: there is no magic bullet for videos. The free services have limits. Heck, the PAY services have limits. And sometimes, I’m not sure that all of the time and effort that goes into getting a video on the internet (especially a long one of high quality) is not worth it. (And that’s why I rarely do it.)

well, what I have been doing is uploading a very good quality video on you tube( I use a video in every post I make) and on youtube i can watch it in high quality but I can’t watch it in high quality when I link it to wordpress, soooo i am wondering how to make it clearer for my vistors to watch my videos without having to go to youtube to see them clearer…but they are all 5,6,7and 8 min long and i don’t know if wordpress video uploads long video like these,I don’t mind upgradeing at all in fact I would like to but I don’t know if i can use the upgrade to its fullest. I would love to learn about css but think that it may be over my head and the upgrade will be useless to me, I can buy just an upgrade to put videos and music on my site….which is what I will do if I can benefit from the video being clearer.(when i make my video I can make it in any format, youtube is very tricky when it comes to getting your video on in high quality, but I have spent alot of time learning how)

A 7 minute video isn’t long. As you know, YouTube limits the video to 10 minutes. But the video quality of YouTube ain’t the greatest. (And to be honest, when I looked at the video on your site versus the video on YouTube, I don’t see any measurable difference.)
If you want high quality video, use Vimeo instead. Vimeo handles hi-def video. Here’s some that I have on my blog http://blog.vivianpaige.com/2008/09/04/remarks-at-scotts-picnic/ The only problem with Vimeo (at least the free version) is that it limits your uploads to 500 meg and 1 HD video per week.
Because I had videos that were longer and larger, I’ve purchased the space upgrade here. Even so, I have to downgrade the quality because the videos I take tend to be very long (here’s one that is 41 minutes long http://blog.vivianpaige.com/2008/10/10/drake-v-nye-round-three/ ) and so the files are huge.
CSS has nothing to do with video.
