  Hello,
  My free account is not letting me upload any videos. Do I have to upgrade for videos? If so…does the personal plan allow that ?

  Check out the WordPress.com article on Videos:
  https://en.support.wordpress.com/videos/

  You do need the Premium or Business plan to upload videos.
  But you can also embed videos from many video services on your WordPress.com blog for free.

  So check out the list of video services in the article above to see if that might allow up you to present your videos.
