  I need to create a site with chat and video chat facilities, can this be hosted on wordpress.com?

  Those specific features do not come standard with WordPress. This means that no matter where you host a WordPress site you would need to find plugins that add the features to your site.

  With the WordPress.com Business plan you can install custom WordPress themes and plugins.

  In short, if you can locate the plugins you need, this kind of site can be hosted at WordPress.com.
