Video over page?

Is there a plug in that can overlay images moving up the screen? I would like to have a page that has balloons floating from the bottom and off the top of the page, like a balloon release type thing. It only needs to run until x amount of balloons have passed over the screen. a bit like when you type congratulations on facebook and the streamers and balloons appear?
