  My blog is http://www.cpgoldstein2012.wordpress.com and I want to upload 7 videos of me scuba diving the Great Barrier Reef last week, but it looks like I have to buy the $60 package in order to do so. If I buy the package now, and upload said videos, can I then transfer this option to next years website (www.cpgoldstein2013.wordpress.com too?

  No, the upgrade cannot be transferred, but it is renewed annually, so you could just let it expire and purchase it again for the new blog next year.

  Or, instead of keeping a separate blog for each year, just keep one blog and categorize the posts for each year.
