  Does the videopress upgrade allow for the display of all various flash formats? For instance, would it allow me to copy and paste an embed code for a Flickr slideshow?

  No, it would only allow you to upload video directly to your WordPress.com blog, rather than hosting it somewhere else. http://en.support.wordpress.com/videopress/

  Flicker slideshows can be embedded in your WordPress.com blog using VodPod http://vodpod.com/wordpress
