I received an email receipt for the purchase of Videopress but I did not receive an email
with a link to download the plugin so that I can use it.

Since your site, dallasdrilling.wordpress.com, is hosted on WordPress.com, you don’t need to download the VideoPress plugin.
Instead, you can simply upload a video from your computer by using the Add Media button:

But I wanted to upload a news video from a TV station and it does not work.
I paid for Videopress so I could do this, should I get a refund?

You need VideoPress to upload videos on WordPress.com, but you don’t need the plugin, that’s built-in.
Now that you have VideoPress, you can upload videos following the guide at http://en.support.wordpress.com/editors/media-icons/

I put in the embed code from the TV news channel source, I do this as HTML, preview and all I get is the word “script”.
No video.I’m missing something. I can download Youtude all day long. It’s the downloading of a news channel’s video that is the problem.

For security reasons, we can only allow the embedding of videos from the sources listed at http://en.support.wordpress.com/videos/
In this case, I recommend trying Vodpod, which allows you to embed almost any video: http://en.support.wordpress.com/videos/vodpod/
