Canceling upgrades
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel any upgrades, claim a refund for any qualified upgrades, and disable auto-renew. Note to post your own videos requires a videopress upgrade unless they are on youtube or another source site that is supported and the videopress support doc location is https://en.support.wordpress.com/videopress/ As a workaround, keep in mind that you can also upload your media to another service like youtube videos and insert it into your posts from there.

Hi there, In order to upload a video directly to your WordPressdotcom site, it requires either the annually renewed Premium or Business Plan, both of which include additional storage space and VideoPress. Premium includes an additional 10GB of storage to the free 3GB (total 13GB) and Business has unlimited storage.
