View all users doesn't work

I can only see the administrator (me) in Users: all users, so I can’t modify the roles of my users (from following to viewer)
The blog I need help with is: (visible only to logged in users)

Follower (public sites) / Viewer (private sites only) – can read and comment on posts and pages.

Hi time thief.
I get the difference between follower and viewer, but I changed my blog from public to private after sending out a ton of invitations. All those users are signed up as “followers” (I assume), so I want to change them to “viewers”. Also, in general I’d like to be able to modify user roles and delete members, but if none of them show up in all users than how can I do this? What if I want to promote a few of them to contributor?
The “change user role” section of the support docs assumes my users show up in all users, but they don’t.
Any help would be appreciated.
