view page & preview from edit are not the same with customized menu.

  I am the Admin of a private WordPress.com website.

  I am trying to customize the menu for pages. On the edit page, my 4 ‘Parent/Categories’ show across the top of my edit page with their drop down list of ‘Children/Pages’ . When I click on ‘View Page’ from the edit page it shows the same thing with the 4 ‘Parent/Categories’ across the top of the page & their drop down ‘Children/Pages’ list.
  This is what I am trying to achieve for my Contributors to see but…

  If I click on “Preview” on the edit page, the preview page shows the word ‘Menu’ with 3 short lines in a box in the top right corner of the preview page. When you clip on this ‘Menu’ box a drop down list shows the ‘Parent/Category’ names & you must clip on each ‘Parent/Category’ to show the ‘Children/Pages’ list. This preview page is what my Contributors tell me they see. I would like for my Contributors to see the ‘View Page’ with the Categories across the top of page. How can I achieve this??
