View Site issue…or not

  Abstract of my dilemma: I am designing/building a wp framework into which I will move content from my old site. When I am ready, the site, domain and all, will be hosted in wp. How do I set up a “work in progress” environment until I am ready to make that move?

  I am moving my old site to wp but first need to design/build a new site into which I will migrate content. The actual/old site is still up at godaddy. I seem to have adjusted some setting so when I click on ‘view site,’ I see the existing godaddy site instead of my work in progress site. I can only see my in work in progress site when I am in themes. I feel like I should be able to click “view site” and see my work in progress. Please help me understanding what I am misunderstanding. Thanks.
