How can I set up the site so all the “comments” can be viewable?

Hi,
It looks like you’re using the Independent Publisher 2 theme:
https://wordpress.com/theme/independent-publisher-2On the home page, only the number of comments on each post are shown. Once you click on the title of the post itself, you can scroll down and see the comments are there on the page.
Having them displayed in full on the home page isn’t an option for your theme.
If you set up Categories and Category Pages on your site, when someone views your site and clicks on a Page, the Posts on that page will have the comments displayed.
You can have your blog Posts appear on certain Pages with Categories. Add Categories for your blog posts, then create menus for each Category.

Just confirming what @catkiinson mentioned about all comments being listed on individual posts. There are 7 approved comments on “The Journey Begins” and they are all visible:
