Why, when I use the Vimeo block to insert a video from my Vimeo account, it only displays the URL, not the video as it does when I use the YouTube block?

Do you mean the Video Block?Instructions for embedding a Vimeo video in a document (post, page, etc.) are provided in the Vimeo support page. Have you followed the instructions for one or the methods described there?

Hi, there is a video block, a YouTube block and there is a Vimeo block.
I have no trouble embedding a YouTube video, but when I try a Vimeo, it just shows up on my post as the URL. On Vimeo I have it okayed to embed anywhere, so … ?
I follow the WP instructions to embed it. No problem with YouTube.

Whoops. Just found a work-around. Use the regular video block instead. Have to have a Premium plan, which I do not have, to upload that way, but it will let me insert a Vimeo video using its URL via that block. Go figger.
But problem solved.

I’m not finding a Vimeo block in WordPress.com’s list of available blocks.In the Vimeo support page there are two sections on embedding Vimeo videos:
I’ve always used the latter method, because I don’t use the block editor. However, for several years I’ve found that the size elements in a Vimeo shortcode have been ignored. They display the same size (too small!) regardless of the dimension given in the shortcode. I’ve been meaning to report this issue to staff.

In the full list of blocks, in the category of Embeds, there is the Vimeo block. The YouTube block is in the same category. You’d think it would be listed under Media, but it’s not.
