Vimeo Embed not working, can’t access settings

Hello! I am encountering a few issues while trying to embed a video. First off, I cannot seem to get Vimeo videos to embed. I have tried using the Vimeo embedder, but no matter which video I use (all with ‘who can embed’ set to ‘anyone’), I get the following message: ‘sorry, we could not embed that content.’
Additionally, when I try to use custom HTML to embed the video, it will show up correctly in the editor, but it disappears completely when I try and publish the page. Then when I go back to the editor, it has deleted the custom HTML block.
Does anyone have any ideas for how I can fix this?
