Is there any way to remove the byline and all other info on vimeo embeds and just have the play bar?

Those items are set on Vimeo’s end, so there’s no way we can remove them using the embedding shortcode. Here’s more information on embedding Vimeo videos for your reference:

I did turn off those settings on vimeo’s side. I believe the problem is that wordpress automatically turns the embed link into a shortcode and that bypasses any settings from vimeo.

We only parse the actual video URL link in the shortcode. The option to turn off titles and bylines are in the embed options on Vimeo, which adds extra embedding code that will be ignored since it is not a part of the URL of the video. After embedding on WordPress.com, the only modifications that can be made are to the height and width of the video, which is described in the link I gave you above.
