Visitor having trouble commenting

Hello,
A non-Wordpress visitor recently tried commenting on my blog post, but WordPress wanted him to register first.
In my Discussion Settings, the box for “Comment author must fill out name and e-mail” IS checked, but the box for “Users must be registered and logged in to comment” IS NOT checked. So anyone who wants to comment should be able to as long as they enter fill out their name and email, shouldn’t they?
Please advise.

Hi Erica – that’s right, visitors can leave comments without being registered as long as they add a name and use an email that isn’t already connected to a WordPress.com user in our database:
I left a test comment here for you to see:
If a user tries to comment with an email already connected to an existing WordPress.com user account, they’ll be asked to log in first before commenting.
If your visitor has an email connected to a WordPress.com account that they may have forgotten about, that might account for them seeing a prompt to log in.
