Visitors Rating other Visitor Comments

  Is it possible to create a webpage with Word Press whereby the content of the website is mainly produced by those visiting the site. We want the site to become visitor focused so they can leave an extract of writing which other visitors can then comment below and rate. All comments would be monitored by admin.

  However, I do not locate a means of adding them to comments.

  I also checked the updated version of the theme at https://theme.wordpress.com/themes/p2-breathe/ and cannot locate that feature there.
