Visual and HTML buttons aren't showing up!

My visual mode and HTML mode buttons are not showing up on my new post page, how do I fix that?
The blog I need help with is: (visible only to logged in users)

Go to users > personal settings and make sure that “Disable the visual editor when writing” is not selected and then save.
If it isn’t selected, log out, clear your browser cache and cookies, restart your browser and then take another look.

Are you signed in as an administrator, editor or author? Contributors do not have permission to upload images.
If you are signed in as an admin/editor/author, then do as I suggested above and log out, clear your browser cache and cookies, restart your browser and try again.
If that doesn’t work, try a different browser to see if it is a browser related problem.

1. How are you connecting to the internet and to WordPress.com? The way you connect to the internet (mobile, satellite, DSL, dial-up) and to your blog, and how many proxy server jumps etc. it takes to connect can cause problems. There maybe be problems with your ISP and/or with the proxy servers. It sounds like there could be a problem with your ISP. Can you access any of these directly?
