  Are you talking about a site hosted here at WordPress.com? It’s already installed. If you’re currently working on a post with the Block editor code editor then click on the three dots/More tools and options top right.

  There are many visual editors like elementor, Divi Builder and others. Go to the plugin option and click add new option, then search the plugin or if you purcheshed from outside then upload the plugin and install.
