Hi there,
All upgrades must be paid for in full at the time of purchase. No purchase orders or invoices can be issued.
Companies and non profits or any other groups do not own blogs. Every WordPress.COM blog has a sole owner and it is the person with the WordPress.COM username account who registered the blog under that username account and their associated email address.
You must be logged in under the exact same username account that registered the blog who is the sole owner and Admin of the blog http://en.support.wordpress.com/user-roles/#administrator to purchase and/or renew upgrades for the blog. If you’d like your upgrade to renew automatically each year, you can Enable Auto Renew.
Dashboard > Store > My Upgrades

https://en.support.wordpress.com/billing-history/That is where the blogs sole owner and Admin can print out their own receipt and satisfy whatever their reimbursement requirements may be.

If companies do not own blogs, what do they own? Because I am making a wordpress blog a part of a school club for my high school and I need a w9 tax form so we can purchase a theme, what should i do.

If users request a W-9 form, feel free to modlook them. Generally, users don’t need the form unless they’ve made more than $600 worth of upgrades in the past year, but some government agencies and schools require them before they’re able to make any purchases.
We’re able to supply the form in those cases. :)

I would like to upgrade from the free service to the premium service but I must have a W-9 in order to make the purchase (local government entity here!) Can someone tell me how to get that done, please?
