I saw that the account you are using to post here is only a couple hours old, so I am assuming you are referring to a different account?
To request a refund, you need to be logged into the WordPress.com account that owns the upgrade. Once you are, you can submit that request here:
https://wordpress.com/help/contact
If you don’t know what account made the purchase, if you enter the charge details at https://wpchrg.wordpress.com/ we should be able to help you with this.
The transaction ID needed will be on your bank statement as WordPress followed by a letter/number code. They’ll look like this:
WordPress XXXXXXXXXX
