Want All individual users can add their account in Publicize

  I have many users who want to add their account to Auto-Social network posting software. Publicize is one but only Admin can add users to Publicize. It is not possible to give access to users or authors to Admin panel to add their facebook account.

  How can I make the access as the users can add their own facebook and twitter account in Publicize but cannot remove others users account form their own login.

  The blog I need help with is: (visible only to logged in users)

  I ask it differently.
  If I want to give users access to a particular plug-in in their Dashboard area how can I do that (in this case it is Publicize).
