There is no expiration date on blogs unused, reserved or otherwise. If you can make contact on your own with the owner of an unused blog via a contact form or commenting, then providing the are agreeable there is a means of a consenting blog owner to transfer the blog to another username account. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account
In the case that there is no contact information Staff will not breach the privacy policy and provide you with an email address.
If you are not successful, you can register another blog with a similar name. http://en.support.wordpress.com/register-a-blog/
Or you can register a domain via a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.

Hey Timethief on this note, I recently changed my username from paulbooren to boorenpaul not realizing I wouldn’t be able to change it back. Is there anyway I can?
Also, before I had making paulbooren.wordpress.com available to me and now if I go to make that site it states it is reserved, any way I can get access to that again?

No. Changing a username is a permanent and irreversible act.
Once you change your username you will not be able to change it back and the old name will not be available for you or anyone to use.
Also, before I had making paulbooren.wordpress.com available to me and now if I go to make that site it states it is reserved, any way I can get access to that again
Sorry but the answer to that is also no.

Oops! I forgot to post this link for that quote above:

The way it is is the way it is and the support docs are clear. You can do either one of these two:
You can register another blog with a similar name. http://en.support.wordpress.com/register-a-blog/Or you can register a domain via a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.

No they do not become available. Recovering or registering any deleted blog URL is not possible. Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made. http://en.support.wordpress.com/recycling-blog-names/
To prevent accidental or inadvertent deletion of blogs, there are multiple warnings given that blog deletion is permanent and irreversible. Lastly, a verification link is sent in an email and it must be clicked to delete a blog. If clicking that link does not work then copy and paste it into your upper browser window and click. Once the verification link for deletion is clicked the blog URL is forever gone, gone, gone.
