Want Blog Address of Inactive Blog

I want to change my blog address from myname.wordpress.com to the titleofblog.wordpress.com. I tried to make this change and the address was already taken. When I searched the address the result was a blog that is inactive and has no content. Is there a way to delete this inactive account so that I can actively use that address?

There is no expiration date on blogs unused or otherwise. In the case that there is no contact information Staff will not breach the privacy policy and provide you with an email address.

Or you can register a domain via a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.

You can not register that blog even if it got deleted.
