want to add pic page: are pics resized automatically?

  after years of surprises with diverse pic platforms, we now want to add an own pic page. too many topic vanish otherwise, aren’t provable anymore (you can write that there was a very nice transparent about Groth in Berlin on the side wall of the Moritzhof, but without the pic that vanishes because another platform is restructuring… how to provie it?)
  we went through a number of such surprises and need an own pic page now, it will be also here, on wp.
  now, our space is 3GB

  questions:
  a) what are our chances that wp does not play with the idea “oops, it’s only 2GB starting today” in a year or 5?
  b) 3GB is quite nice for our needs. however, there a question: are pics resized during upload? i.e. manual resizing is possible too, but sometimes there’s no time for that. is a fat pic kb-resized automatically during upload or do we have to care for that?
