  You are not self-hosted. You are hosted by WordPress.com and we cannot use any plugins here, regardless of upgrade. http://en.support.wordpress.com/plugins/

  What does this plugin do? If it’s for displaying recipes, there is a shortcode you can use for that: https://en.support.wordpress.com/recipes/
