  I was able to drag and drop them where I wanted them. Now it won’t let me arrange them.

  Please be aware that we cannot create files and folders in our Media Library and order them. There are two sort functions for display that we can use and search. The default screen for the Media menu is the Media Library. By default, the Media Library will display images in a Grid View.
  http://en.support.wordpress.com/media/ Also be aware that we cannot download our media library files so make sure you have backups.
