I want to start over, but I’ve lost access to my old efforts (about 3 yrs ago). I need a guide to help me reboot my blog … someone perhaps I can actually TALK to….

Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard. The Admin login link to the dashboard for every blog hosted by wordpress.COM is:

* You will have to replace “name_of_blog” with the actual blog’s name in that URL.
After the blog’s owner logs in clicking this link should display all blogs registered under the same username account, including the hidden ones: https://dashboard.wordpress.com/wp-admin/index.php?page=my-blogs&show=hidden
If the blog’s owner does not see the blog here http://en.support.wordpress.com/my-blogs/ then they need to follow this guide > http://en.support.wordpress.com/my-blogs/#my-blogs-dashboard-visibility
If the log-in information is lost they need to visit https://en.wordpress.com/wp-login.php?action=lostpassword

If you check each and every possible email address and account and are not successful gaining access to the blog(s) then you must complete the form for account recovery at this link https://en.wordpress.com/wp-login.php?action=recovery and submit it to the Account Recovery Staff, and provide proof ownership, so they can contact you by email ie. not on these public support forums, which are available to everyone with internet access.Support Staff cannot breach the privacy policy and provide the log-in information. If you can access the site then what do you mean by “reboot”?
You have two options for clearing site content:
(1) Doing this quickly and easily yourself via bulk deletion http://en.support.wordpress.com/empty-site/
(2) Waiting in a queue and having Staff do it for you.If you have a lot of content Staff can empty the whole blog for you. That will remove all data including posts, pages, tags, categories, comments, and uploaded files and once deleted, the data cannot be recovered.
If you are sure you want Staff to proceed, post here again to:
(1) confirm the URL of the blog(s) you want them to empty;
(2) confirm that you know content deletion is irreversible;
(3) request a theme reset.Then type modlook into the sidebar tags on this thread for a Staff follow-up. Themes are just “skins” on WordPress.COM hosted blogs.
Note that switching themes https://en.support.wordpress.com/themes/#switch-themes can be easily done, provided you are logged in as Admin under the same username account that registered the site, you tohttp://NAME_OF_BLOG.wordpress.com/wp-admin/themes.php
*Replace NAME_OF_BLOG in that URL with the actual name of your blog. wp-admin/themes.php
The theme customizer https://en.support.wordpress.com/customizer/ provides a preview function for exactly that purpose ie. so you can view what a theme will appear like prior to changing one.
