  How can i purchase edit CSS?
  Blogspot has this facility to change layout according to our need..
  why this facility not available in wordpress??

  You can edit the CSS on WordPress themes; it’s a $15 upgrade which you can purchase through Dashboard > Upgrades. CSS isn’t automatic here because editing it can be fairly tricky for inexperienced users and there’s no staff support for it. But as an upgrade, it’s still there for those who want to do it. Hope that helps.
