  I want to upgrade my WordPress blog from free to paid and pay you 18 usd from México but I do not hold credit crads, ONLY cash to make my transacctions. I would like to wire you the money from a bank located in México to your bank where ever you have it. Once you receive my payment you start giving me service.
  Is that possible? If so, let me know and I will send you the money right away. If everything goes smoothly and correct I will later upgrade to a higher cash amount for better service.

  That is not possible, but you can buy a prepaid credit card at most banks and use that for the upgrade.
