Wanting to create a Advert site

hi guys, i have another website domain and im wanting to create a advert website, where people can place ads for free!
You may be asking why? well its because i feel i want to help the people within my community.
So my question to you guys would be, how would i approch this .. would wordpress be the best way?
Also is there plugins for login systems etc.
Hope someone can help, as im stuck!

Ok thanks @justjennifer, but my ads would not be a profitable website, and i pay to use wordpress not the free version, if that makes any difference!

You pay to use wordpress? http://jonathonlegg.wordpress.com/ is a free blog hosted on WordPress.com. It doesn’t cost anything.
I think the functionality you want can only be found at WordPress.org.

That is just my blog lol… a free one, im implementing one on my domain name soon as possible, it’s still in testing stages.

I don’t think you are clear on this so I will post a summary. Do understand that purchasing a domain name and domain mapping upgrade changes nothing.If the blog remains on free hosting here at WordPress.com it is subject to the ToS.Before Upgrading – Important Notes

In a nutshell no blogger initiated advertising, retailing or reselling the work created or services provided by anyone other than yourself is allowed on free hosted wordpress.COM blogs. E-commerce transactions via shopping carts and the like cannot be conducted on free blogs from and being free hosted by wordpress.COM
The advertising exceptions noted in support documentation are for high traffic blogs that qualify for and are accepted into the Ad Control program, and for extremely high traffic blogs that qualify and are accepted into the paid VIP hosting program.
