Wanting to replace existing site with my new wordpress version

Can I build a website using the free wordpress version – and then upgrade to word press business plan, uppdate the theme and do tidying up, and once happy get the existing domain redirected to the new wordpress hosted site – what order should I do things, and can I ensure a clean cut over from the existing site hosted elsewhere?
The blog I need help with is: (visible only to logged in users)

You can build your site for free on WordPress.COM but you wont be able to use features related to the business plan without upgrading.So here’s what you can do:
1. Upgrade to Business plan.
2. Use all the features of the business plan before 30 days.
3. If you like it keep using it, and if you didn’t like it then you can cancel the plan and get a full refund against the cancellation.WordPress.COM has a 30-day refund policy on all their paid plans, except for Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours. The refund period for Guided Transfers ends 30 days after purchase or as soon as your site has been moved, whichever comes first.
You can still cancel your plans after 30-days but you wont we refunded for your cancellation so it is suggested that you stay on the plan and let it expire.
NOTE:
You will be refunded to the same payment method you used for your purchase. After processing, refunds usually take about a week to appear on your statement. For credit card refunds, it may take 5-7 business days to appear on your online bank account or in 1-2 billing statements.

NOTE: All the features and contents made using business plan will be removed if you cancel the plan.

I was thinking that – the only question then is can I get my act together with my new website and only then do the domain transfer option – i.e. replace my existing website hosted elsewhere with my new one? This will give me time to ensure it as all OK before killing off the old website looking at the purchasing pages the “use existing domain” option is right at the start, and I don’t want to do that immediately

Yes you can do that before mapping your domain.
There 2 things you can do:
1. Upgrade and not map your domain till your complete your working on your site.
2. Do not Upgrade, stay on the free plan complete your site(using the free features only) and then upgrade and map your domain. -

You can indeed do that. Just skip the domain registration option while upgrading.
