  but it has been taken but hasnt started since last year

  How can I take the donmin name?
  Its useless to them

  You can’t. Recycling blog names is against WP’s policy. If the blog isn’t being used, your best bet is to find an email address or leave a comment on the blog to ask if the blog owner would consider transferring it to you.
