wanting to use javascript in my footer

Ive been designing websites off and on for years, but have always gone the photoshop psd to html/javascript route. Always static pages, not much dynamic content. Anyways, I was wondering if its possible to do something like:
<?php get_footer(); ?> points to a footer.php page that has html and javascript elements in it? If I try it, it just doesn’t appear on any page, so every page just ends at the bottom of the last post.
Basically, I dont want to do my footer in CSS/xhtml. Thanks anyone for the info.
